ANSI and OSHA both influence workplace safety in the United States, but they serve very different functions.

What Is OSHA?

The Occupational Safety and Health Administration is part of the United States Department of Labor. It was created under the Occupational Safety and Health Act of 1970 to help ensure safe and healthful working conditions.

OSHA Creates and Enforces Workplace Requirements

OSHA develops standards addressing workplace hazards across general industry, construction, maritime operations, and certain agricultural activities.

To support a General Duty Clause case, OSHA generally must establish that the hazard was recognized and that feasible methods were available to eliminate or materially reduce it.

What Is ANSI?

The American National Standards Institute is a private nonprofit organization that administers and coordinates the voluntary standards and conformity-assessment system in the United States.

ANSI Is Not OSHA

ANSI is not a federal regulator. It does not conduct OSHA-style workplace inspections, issue government citations, or assess federal safety penalties.

It also does not personally develop most documents commonly called “ANSI standards.”

Instead, ANSI accredits standards-developing organizations and approves standards as American National Standards when the development process meets ANSI’s requirements for openness, balance, due process, consensus, and appeals.

Organizations such as ASSP, ISEA, NFPA, ASTM International, and other accredited developers may create technical standards that later receive the American National Standard designation.

Government Agency vs. Private Organization

Incorporation by reference allows OSHA to make requirements from an external document part of its own regulations without reproducing the entire standard in the Code of Federal Regulations.

OSHA’s general industry incorporation-by-reference provisions state that incorporated standards have the same force and effect as other OSHA standards. The regulation also explains that only mandatory provisions—typically those using words such as “shall”—are adopted.

When a specific edition is incorporated, that named edition generally controls the regulatory obligation. OSHA cannot automatically enforce a later edition without completing the required legal process.

OSHA May Incorporate All or Part of a Standard

A regulation may adopt an entire consensus standard, selected sections, specific tables, product-performance criteria, or particular testing requirements.

Employers must read the OSHA regulation carefully instead of assuming that every section of the referenced document has been adopted.

The regulation may also modify, limit, or supplement the consensus requirement.

The Edition Matters

Consensus standards are updated periodically. OSHA regulations may reference an older edition while manufacturers and safety professionals use a more recent one.

The publication of a new ANSI edition does not automatically revise the OSHA regulation. Employers should identify the edition incorporated by OSHA and compare it with the current industry standard.

In some situations, following a newer consensus-standard provision may be treated as a de minimis condition when it provides protection equivalent to or greater than the incorporated requirement. However, employers should not assume that every newer edition automatically satisfies OSHA.

A qualified EHS professional or legal adviser may be needed when editions conflict materially.

Examples of OSHA and ANSI Working Together

The relationship appears frequently in PPE and safety-equipment requirements.

Eye and Face Protection

OSHA requires suitable eye or face protection when employees face hazards involving flying particles, molten metal, liquid chemicals, acids, caustic substances, chemical gases or vapors, or harmful light radiation.

OSHA regulations recognize specified editions of ANSI/ISEA Z87.1 for occupational eye and face protection. The consensus standard provides technical criteria for product performance, testing, markings, selection, and use.

This means an employer must do more than hand out ordinary glasses. The protection must be suitable for the exposure and comply with the applicable regulatory criteria.

Industrial Head Protection

OSHA requires protective helmets where falling-object hazards exist and electrically protective helmets where exposed conductors could contact the head.

The head protection rule identifies particular ANSI Z89.1 editions as recognized compliance options. Employers must still select the correct helmet Type and electrical Class for the workplace hazard.

Can OSHA Cite an Employer for Violating a Voluntary ANSI Standard?

OSHA generally does not issue a citation simply because an employer failed to follow a voluntary ANSI standard that has not been incorporated into a regulation.

However, the situation can be more nuanced.

Incorporated Provisions Are Enforceable

Read the applicable OSHA regulation, including definitions, exceptions, appendices, tables, notes, and incorporated references.

Do not rely entirely on a checklist, equipment label, blog, or vendor statement to determine legal compliance.
